I'm not quite sure that this is a thing, I've tested it back to a page that was only posted in January, but I'm sure that this isn't quite so hard to do, just a simple system which warns you before posting on a "Dead/Old" thread that it had not been posted on, in a while and unless the discussion is restarting you should not post on it, This not only can be used now but can also be used later on when the game is into release and there is more of a new player base on the forums, in which they see a thread that they want to comment on but it would tell them that this thread had not been posted on in a while, Obviously this would help enforce the rule.

Something like that you mean? I'm pretty sure that's a default SMF feature, if not, then probably toggleable in the SMF Forum Settings.

Yes this is possible and in the settings. There's also an option to lock a topic after so many days, to completely remove the possibility of nercoing.

Exodus, that lock thread thing after certain number of days without post sounds like a good way to auto-clear the forum of any dead threads that may be at risk of necro.

I think if you have something relevant to say on that thread it still should be allowed.

For example a Witcher game thread, and you want to ask something you don't know while people still play it then they can still answer the question.
This was ofcourse a stupid example but I guess you get the point.

This suggestion is more aimed towards regimental threads,
