Because they specifically said multiple times that creating new factions wasn't going to take time away from other features.

I'd like them to work on the nations they have.
I think all current nations need some more fleshing out of the regiments. The musicians from the UK have no fighting counterpart. There is only 1 officer class when at least a rifle officer needs to be added. Officers for other regiments/companies would also be good, namely prussian line (not only Freikorps), Voltigeurs, Vistula, Highlanders (no Highland drummer?  :'(), French and Prussian guards etc. It seems a bit too streamlined and just purely focused on the class system they have.

This of course only if it in now way at all impacts the other updates.

(I guess I will have to clarify that the above is my opinion etc.)

They should honestly just have implemented ranks, cavalry and support classes (artillery gunners and functioning sappers) before Prussia. New factions don't add anything. I doubt the inclusion of the 'Empire of Prussia' has brought many players to the game. They should have spent money on additional programmers earlier instead of on a new faction.
