It would be a mistake to include loyalty to Napoleon when measuring these marshals solely on their military ability, but I realize that Napoleon's fanclub is still alive and well into the 21st century.

Bernadette should be higher: he played a key role in developing the Trachenberg Plan, which led to Napoleon's defeat at Leipzig.  His civilian and military leadership of Sweden was as laudable as his failure to support Davout was dereliction of duty.

I would think defeating Napoleon makes him arguably Napoleon's worst marshal.
